Fisher-Prices Recalls Tissue Box Toy in SnugaPuppy Activity Center Over Injury and Choking Hazard

CHICAGO, ILLINOIS (April 21, 2025) – Fisher-Price has issued a recall for their Tissue Box Toy in SnugaPuppy Activity Center because they can pose a choking hazard to young children.

The recall was issued on April 10, 2025. Around 15,300 units were sold prior to the recall being announced.

According to the Consumer Product Safety Commission, the detachable tissue box on the device can come apart. This can inadvertently expose small brackets that may be ingested by young children.

Fisher-Price has received one report of a tissue box coming apart. In that case, an infant placed a small bracket in their mouth.

No injuries have been reported at this time. The Tissue Box Toy in SnugaPuppy Activity Center was manufactured in China and sold at Walmart stores and online at Amazon.

Liability for Injuries Caused By Consumer Products

Many children are seriously injured or killed every year in accidents involving consumer products. According to UNCAS Health District, “CPSC’s latest Toy-Related Deaths and Injuries report reveals that in 2023, an estimated 154,700 children 12 years or younger were treated in emergency rooms due to toy-related injuries, and 10 children died in toy-related incidents.” A large portion of toy-related deaths involve children choking on small pieces of some device. Toy manufacturers should take a number of measures to prevent their products from becoming choking hazards.

  • Companies should comply with all CSPC guidelines. This includes the Federal Toy Safety Standard (ASTM F963). This outlines size requirements and protocols related to children’s toys.
  • Companies should design toys that are appropriate for the age ranges they are being marketed to. As a general principle, toys for children under three years old should not have small detachable parts.
  • Companies should ensure that their toys for younger children are securely assembled and do not come apart or break apart easily.

Companies have a legal obligation to ensure that their products are reasonably safe for their target audience. What is considered safe for a 10-year-old will be dramatically different than what could be considered safe for a two-year-old. If a company creates a product with design defects that are likely to contribute to injuries, this could form the basis of a strict product liability claim. Companies could also be liable for failing to warn consumers about the latent dangers of their products. This is why many devices with small parts will have choking hazard warning labels on them.

A number of lawsuits have been filed after children were injured from choking on toys that had small parts. Fisher-Price was fined $975,000 for failing to report that one of their popular children’s toys posed a choking hazard. This involved their Little People® Animal Sounds Farm toys. In one incident, a 14-month-old aspirated a nail fastener from the toy into his lung. It is important that certain steps are taken after any incident where a child is harmed by a children’s toy.

  • Medical records related to the incident should be collected.
  • The injury should be reported to the firm that manufactured the toy.
  • It should be determined if the toy was on a recall list.
  • An experienced product liability attorney should be contacted.

Many of the injuries involving children’s toys are entirely preventable. They tend to involve situations where companies failed to follow existing safety standards. Another major problem is that toys are often manufactured or designed in countries that have less strict safety guidelines. For example, the toy might not have warning labels that it contains small parts. The family of any child who is injured by a consumer product may be able to seek some measure of accountability through a civil claim.
